To access Auto-Brightness for your screen, go to Settings>General>Accessibility>Display Accommodations>Auto-Brightness, and set it on or off as desired. Sounds like you also need to do some troubleshooting on your devices. I'm having no problem with my devices, both iPhones and iPad Mini 4.
What is the deal man? Since the last update my phone (6s plus) and my wife’s new 8 don’t work properly. We’ve had to restart them a couple of times. I don’t like the fact that screen brightness seems to ALWAYS be on auto. Texts have glitches where you can’t see the whole text thread. Some apps randomly shut off. It’s REALLY disappointing. What happened after Jobs died. Come on y’all.

Are you running iOS 11.1?
Didn't this used to be under display and brightness? Ugh. Frustrating.
Yes, it was. However, it changed. Those things happen.
New iOS stinks
