Hi there
There is an annoying "bug" which has surfaced with iOS 11 and (11.1) where Live Photos keeps randomly turning itself on despite me turning it off and using the preserve setting. I don't like live photos and therefore never use them. I hope that Apple is working on a solution but I hoped this would be addressed in 11.1

I too am having this problem, frequently.
STR:
1) Set Settings, Camera, Preserve Settings to ON
2) open the Camera app and ensure the Live Photo icon is off (white not Yellow)
3) close the Camera app
4) open the Camera app
Observed:

Live icon is on, and pictures taken are saved in Live Photo format
Desired:
——
Live icon is OFF and pictures taken are saved as still images
Note:
——
This bug occurs about half the time these steps are run

Apple iPhone 8Plus

Thats not the solution I'm afraid. There are lots of people on reddit complaining about this really annoying bug, I just wish apple would sort it.

The preserve setting only save the on or off state of live photos, you still need to turn it of the first time, see https://www.cnet.com/how-to/how-to-disable-live-photos-on-iphone-6s-6s-plus/
