If you want to extract a still frame from the video, import it to Photos from Mac. The Video editor in Photos can save a still frame as a TIFF image to the Pictures folder. And this still frame can be exported as a JPEG in Preview.

Open the file in QuickTime X.
Move the playhead to the frame you want and command, c to copy.
Open Preview app and choose File menu New From Clipboard. Set the format to JPEG and save.
Adding to what Léonie said, you can pause the video at the frame you want and take a screen shot of it. That will give you a .png photo file that you can then open in Preview and save as a .jpeg.
