Why can't I use front camera for apps?

My back camera is broken and at this time I do not have the money to fix. The biggest issue is that most apps that use the camera will only let you use the back camera and there is no option to change to front camera. Banking apps that let you take pictures of checks to deposit, rewards apps that require photo of receipts etc. They all bring up the camera with no option to switch to the front facing camera. Is there any way within the iPhone to tell it to default to the front camera for apps?
