If you mean that you aren't receiving the reset email (you should also be able to reset an account's password by answering its security questions on http://iforgot.apple.com) then you've checked the spam folder as well as the inbox on the email account, and if you have a rescue email address on the account you've checked that email account as well ?
If you've tried requesting the email again try contacting iTunes Support and see if they can/will re-enable it : https://www.apple.com/emea/support/itunes/contact.html
