Can Not Delete Favorites Safari 11.0

Every time I delete favorites in Safari 11.0 on Mac OS 10.13 they reload. Often I receive this message...

You can’t change your bookmarks right now because they are being synchronized.

You can’t change your bookmarks right now because they are being synchronized. Wait a few minutes, and then try again.

Problem is it's been ALL DAY! There's no way it takes 12 hours to synchronize.
