How do I get a refund for iCloud Storage Plan?

I upgraded my plan but I didn’t want to. How do I get a refund. It says, “You may cancel or downgrade from your device at any time. Contact Apple Support within 15 days of a upgrade for a refund.” I can’t seem to find where to contact Apple Support for the refund. Please help.
