Is it possible to have two picture-in-pictures at the same time?

I'm working on an instructional video in iMovie for the Mac. At times I want to be able label things in the video. The picture-in-picture works well for this, but it seems like I can only have one picture-in-picture at a time. Is that correct? I'd like to be a able to have multiple picture-in-pictures overlaying my movie at the same time, so I can label multiple items in my video at the same time.

MacBook Pro, macOS Sierra (10.12.3)

You can only add one picture-in-picture overlay in iMovie 10 at a time. But when I need a second Picture in picture, I render the clip with the first PIP overlay, and then import the rendered clip back to iMOvie and add the second Picture In Picture.
