Fact is the activation servers at Apple are overwhelmed by the amount of devices attempting to activate right now. They ask that you be patient and wait a little while and try again.
Just keep trying. I had same problem setting up my iPhone X. I had to start over a couple of times. It stalled at entering verification code, setting up iCloud and I even got err message the ID/password was incorrect.
