This Apple ID cannot be used for development with Xcode.
I tried to add my account to Xcode version 9.1 and it said "This apple ID cannot be used for development with xcode
MacBook Pro with Retina display, macOS Sierra (10.12.6)

Xcode is asking for an Apple ID that has purchased an Apple developer account. You don't need a developer account to use Xcode. But that "Accounts" pane is only for accessing signing certificates that come with those paid developer accounts.
