You probably are going to need to update it via iTunes on a computer. It can be any computer that is running iTunes 12.7 or higher.

What do you mean by that? Do you mean that you have tried to update via iCloud and iTunes and neither worked? What happened when you tried to update when you used iCloud via a USB cable to Computer or Mac?
