How do I recover my photos from iCloud?

If you have iCloud Photo Library turned on in your device, the photos in iCloud should match the photos on your device as it is a syncing service. If you deleted photos within the last 30 days they should be in the Recently Deleted album on your device. You an also access it from a computer at www.icloud.com. If you didn't have iCloud Photo Library turned on but did backup to iCloud, you can use the backup to restore to an iOS device or set up a new device.
