Im experiencing the same problem as well. It works fine for a few days after I’ve reset the data stats, but it revert back to the old statistics. I realised it only happen after the latest iOS update.
Sorry to bug you your info was helpful although my settings are all screwed up on my cell phone and even though I have my phone set to ring and vibrate it's only vibrating and I can't figure out why maybe you have an answer for that and back to resetting the cellular data I noticed it was mentioned to do it manually I just go into settings and it all just deal with my counter it's self and I won't touch on my contacts or pictures or nothing else on my phone ?

On the ringing issue, are you sure the mute button is not on?

If that is not the problem check under Settings-Sounds and make sure the Ringer and Alerts slider is not too close to the left-hand side.
Reset Statistics just resets the counter--I do it at the beginning of every billing cycle and have never had a problem.
When they suggest to update cellular data usage, does it effect anything on the phone or just reset data usage?

It just resets the meter that counts data usage.
I reset statistics in my cellular data every month so I can keep track of my usage throughout the month so I don’t use more than I pay for. The last two months I have reset it like normal but it’s resorted back to when I reset it...
