Hi! I’m having the same issue, I do not want to use Face ID , how did you fix this exactly? What steps do I take?

First, congratulations on your new iPhone! I understand from your question that you are not able to autofill pages in Safari with your account information on your new iPhone X. I’m happy to help you out.
This autofill feature pulls from iCloud Keychain. If if it not autofilling as expected, take a look at this following article:
If iCloud Keychain is on, but Safari won't save or autofill account or credit card information
If Safari doesn't autofill your account names, passwords, or credit cards, or doesn't ask to save them to begin with, check the AutoFill and Private Browsing settings on your device.
On iPhone, iPad, or iPod touch with iOS 9 or later:
- Tap Settings > Safari > AutoFill.
- For account names and passwords, check that Names and Passwords is on. For credit card information,* check that Credit Cards is turned on.
- Open Safari. If the navigation bar in Safari is black or dark instead of white or light gray, turn off Private Browsing. Safari doesn't save account names and passwords when Private Browsing is on.

We appreciate that extra information about Face ID authentication as it concerns your situation. If you like, you can disable Face ID for Safari AutoFill by going to Settings > Face ID & Passcode as explained here:
Turn off Face ID for specific items. Go to Settings > Face ID & Passcode, then turn off one or more options: iPhone Unlock, Apple Pay, iTunes & App Store, or Safari AutoFill.

I am having the same problem and understood now that you mentioned because I did not setup faceID yet.
I realised you have to select other passwords and from there, fill in your passcode to access keychain and it will autofill.
But too much trouble, hoping they will make it work without faceID turned on.
As I said, all of the obvious has been done and checked. It will only autofill if I use Face ID. I prefer to use passcodes and not Face ID.
There is no fix. I just select the password and enter the passcode when prompted then select the saved password.
