Mail not syncing correctly with Exchange 2010

We are on Exchange 2010. Mail connects and syncs mostly, but some messages aren't syncing (messages moved or deleted on Exchange are still in the Inbox in Mail) and also all of my folders are showing up as "Inboxes", which means the Move function does not work properly.

Exchange Basics


The Inbox syncs more frequently than any other and should be kept as clean as possible. (this is the number one cause of problems with sync). Do NOT make subfolders under the Inbox.

It's best to move folders using your web interface (OWA) but you can drag in Outlook. Remove (not just disable) the Exchange account in Mail and System Preferences > Internet Accounts. Because of all the changes it's best to let the data sync back in the new file structure.

Ok, well, this is ONLY an issue in Mail, Outlook and OWA have no issues with this structure. Also, I have had this folder structure for over a decade. I started using a Mac earlier this year and this was not an issue in Mail until roughly 30 days ago, so previous versions of Mail do not have this issue. Mac is not my primary, so if your answer is live with it or change my folder structure, I guess I'll just live with it, since I spend 95% of my time on a Windows machine anyway.
