Since i have limited network connectivity per day, i need two or three days to download the 5 GB macOS high sierra. Can i pause and resume? and after downloading the update should i need internet connectivity during installation ?

Unfortunately you can't. I did try this and when you restart you loose the data you are receiving. Think you can ask apple to make a torrent for you.
Have you got an Apple Retail store near you, you might be able to make an appointment for them to put it on a USB for you. Or if you have a friend with a mac you could get them to download it for you. Once downloaded and before starting the installation procedure your friend could copy the Install macOS High Sierra.app (in the Applications folder)

Or sit in a cafe with free wifi and download it there.
