iMessage won’t turn on - asks for WiFi or mobile data to be on and 4g is on?

Hi there. Was having issues with green texts instead of iMessages being sent. So I turned off iMessage and then went to turn it back on and it says it can’t unless WiFi or mobile data is on which it is? Help!!!!

iMessage uses cellular data or Wi-fi, so either or both must be ON.

Note: Nothing to do directly with 4G.

SMS do use 3G/4G/LTE since it piggyback on voice line.
