Can not remove apps using Apple Configurator 2

Hello,

I have several iPads that I need to delete apps on. When I open Apple Configurator 2 and select all supervised devices, I then go to actions, remove, apps. I select the apps I would like to remove and follow the prompts but then it displays a window saying "configurator cannot remove apps from... the device has a restriction that prevents the removal of apps."

How do I lift this restriction because the iPads are full of unusable apps?

The restriction was originally put on to prevent students from deleting apps. All I need to do is temporarily disable the restriction remove the apps that are no longer needed and then enable the restriction again.

PLEASE HELP, I have spent days trying to figure this out and my school tech service is no help either.
