On the previous iOS, we could set a different wallpaper for the lockscreen than what would appear as the "background" for the homescreen ... eg: A photo of a cat on the lockscreen, and a photo of a beach as the 'homescreen'. Is that no longer an option? Or is it just a more complicated process?

It is still available. The very last step (after you choose a wallpaper and tap "Set") is Set Lockscreen, Set Homescreen, or Set Both.
