We wouldn't be able to answer that since it was Apple's design. But consider that the people who use iOS devices range from toddlers to people in old folks homes. There are people who are visually impaired, people who want to be able to see their screens and headers. When iOS 9 came out, all of the complaints were about the bland thin-font letters that no one could see.
See how you feel about it in a month. See if you even really notice it anymore.

Hi gidget1@. The Dock (stupid app bar) has been part of iOS as long as anyone can remember. The apps you put there are accessible from any Home screen. The only change in iOS 11 is that now it floats, and you can access it inside an app, to quickly switch apps, or to enable Split View or Slide Over. And, as already stated, you cannot remove it.
I assumed you were using macOS on a Mac computer.
As you have an iPad, Tony T1 is correct mostly correct the n that it is always there.
The only thing you can do is remove all the apps on the bar so it is blank.
System Preferences -> Dock -> [X] Automatically hide and show Dock
Or put the Dock to the left or right side of the screen (I like mine on the left)
Not to sound dumb but where do I find system preferences on my iPad?

Okay, thanks...this bar is just as irritating as the new oversized headers in the mail folders. Were any of these necessary? Really?
If you're referring to the iPhone or iPad, you can't
I understand but that should be an option as you adjust your font size, not forced across the board. thanks anyways
