Safari won't force quit

In MacOS 10.13.1 Safari on my Macbook Pro (mid 2012) has begun to freeze and won't force quit. The icon in the dock says "Application not responding" but clicking Force Quit does nothing. In the Force Quit Applications window it DOES NOT say "not responding" but likewise does not quit using the Force Quit button. The only way to quit it is to force a reboot by holding down the power key (since it won't reboot without Safari quitting). Please help.

MacBook Pro (15-inch Mid 2012), OS X El Capitan (10.11.1)

Have you tried force quitting in Activity Monitor? Choose Safari and use the "x" icon I the upper left.

Turn off Safari extensions in Safari > Preferences > Extensions > un-checkmark all extensions.

Empty Caches. You can either choose Safari menu > Clear History Or, if you do not want to remove History go to Safari menu > Preferences > Advanced and check the “Show Develop Menu” in Menubar. Then, on that menu > “Empty Caches”.

See this article Repair a disk using Disk Utility - Apple Support

Also in user library macOS Sierra: Library folder

Find folders Caches , Cookies , Saved Application State , Safari .

Select all the contents ( use command and A keys on the keyboard ) of these folders and delete ( use command and delete keys) .

The entire contents will be moved into the trash .

Restart the machine from apple logo and empty the trash . The contents will be recreated in the folders .

These are basic troubleshooting steps if safari is corrupted , but in your system I am not aware what apps , cleaners or anti virus ( in case are installed ) , or there are some adwares / malware that are causing some issues in the system .

Try running this program in your normal account, then copy and paste the output in a reply. The program was created by etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. On the screen with Options, please open Options and check the bottom 2 boxes before running. Click “Share Report” button in the toolbar, select “Copy Report” and then paste into a reply. This will show what is running on your computer. No personal information is shown.
