Uninstall & reinstall apps

I’ve uninstalled my apps from my iphone 5s. Already updated to latest ios ver 11.1.1. However, when try to reinstall/download same apps. App Store asked to make payment & verify payment method. Already tried/select each option available :

1. Debit/Credit Card. (Declined)

2. Mobile Phone. (Nothing Happened)

3. None. (Nothing Happened)

But still unable to download the Apps.
