iMessages Activation Error

I have tried every troubleshooting to I've found to get my daughter's iMessages on her precertified iPhone 6s to activate. It sits on "waiting to activate" for a while before kicking off and giving me an error message or activation unsuccessful. The two other iPhones have work just fine. Not sure what more to do.
