lost phone need to find contacts for new phone
i lost phone, need to find contacts from my old phone so i can move to my new phone. old phone was locked. can i retrieve contacts from i cloud and move to my new phone.

If I understand your post correctly, you no longer have your old iPhone and you want to move the contacts that were on it to your new iPhone. I'd like to help.
If your contacts were synced to iCloud you can simply sign into your Apple ID on your new iPhone like this:

If you're not sure if your contacts were synced to iCloud you can check by signing in here:
