Apply Region Tempo to Project Missing

I use a tool on one macbook that I just noticed is not on logic pro x on my other laptop, and I'm wondering what I need to do to access it. I have attached 2 pictures. Notice that the second one says "Apply region tempo to project" under the gray box. However, the first image is missing it. How do I access it?

Note: All of the advanced project settings are selected already.
