"Location not available" despite sharing

My wife can see my iPhone location but I cannot see hers. If I login as her on her iCloud account from a browser I can see her.

But from my phone I cannot see her in Messages or "Find My Friends"

She has location sharing enabled for iCloud in her apple ID and the Messages and Find My Friends app allow location data to be shared under privacy.

We also have Family Sharing on with location sharing enabled.

What could be going wrong?
