Safari Will Not Open
When I click on Safari in dock I get no response. I tried to open when pressing and holding on dock and nothing—no bounce or response. I can’t open from Launch Pad as well. What’s up?

Go step by step and test.
1. Restart the Mac couple of times.
2. Startup in Safe Mode. https://support.apple.com/en-us/HT201262
Once in Safe Mode, hard click the “Restart” button at the bottom to restart normally.
3. Reset PRAM. https://support.apple.com/en-us/HT204063
4. Deselect Proxies,if selected.
System Preference > Network > Advanced > Proxies Tab
Unlock the lock if you have to.
Under "Select Protocol", uncheck any box if check marked.
Click "OK" then "Apply”.
5.Backup and Reinstall macOS

#5 did the trick. Apparently it’s a know issue relating to the most recent Safari update. Actually did not realize it affected my iTunes as well (updated same time). Reinstalling to OS solved the Safari problem and once Safari was up and running I had to download iTunes. All is good now. Thanks.
Have you tried opening it from the Applications folder. The Dock and Launchpad aliases may be corrupt.
