For assistance with your order, contact Apple (see under Apple Online Store):
From apple.com (not the Apple Store App) Click on your bag in the upper right hand corner and select "Check Out." Scroll to the bottom and you'll see two options, "Check out with Apple Pay" and "Check out with other payment options." Click the second option and that should take you to enter that cards information.
The best thing to do would be to contact Apple sales directly (this is primarily a user to user support forum)
Go to the Apple Website, choose your country from the bottom right of the page, then again from the bottom right of the screen (amongst the small links) click "Contact Apple". Contact details for the Apple Online sales team are in the first couple of sections of that page.
Order already has the status of order in progress and there is no check out button
