unable to download apps from app store

i made few purchases on 8ball pool.

all together i paid aprrox Rs 580 game is working fine.

the money has been debited from my bank after few days i lost my debit card so i had to block it, after i get it blocked i am not able to download anything from the app store whenever i try error message pops up on my ipad stating "unable to download there was issue with the previous purchase"

however my previous purchase was successfull i.e.,rare boxes from 8ball pool game.

iPad 2 Wi-Fi, iOS 9.3.3

The 'problem with a previous purchase' message implies that your last purchase wasn't successful and that you therefore owe iTunes for it, that will have to be paid before you will be able to download anything else : If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support
