If the phone is disabled, restore it in iTunes (you may need to force it into recovery mode).


See If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support


If you‘re asking if there is anyway to reset the screen lock passcode & fingerprint withoyt erasing it, then no that is not possible. If it is disable, you must restore it to reset it. After that, you can restore an iCloud or iTunes backup to recover content.
