Reset password & asked for credit card details as security

I tried recently reset my Apple ID password on my iphone - and it asked for me to my credit card details as a security check.

A message then told me that new details would be sent via text message - which they never were.

And, my password was not reset.

Is this some kind of security issue? Has some hacker managed to get my bank card details?

Has this happened to anyone else?
