I am unable to download the Apple Music app from the Playstore on my Samsung Galaxy Note 5 (running Android - 7.0).

I had download the Apple Music app and it says that you have to put in a payment method first. And pay $9.99 before you can even use it.

What type of phone do you have?

There are some devices that are not compatible with this particular app.
