Can’t download or upgrade
Can’t download or upgrade anything on my iPhone 5, pop ups come up saying billing ? So why do I have to pay to upgrade or download free games ???

app store always required a valid means of payment to update and download free apps
you can complain to apple using their feedback channel Feedback - iPhone - Apple
you can use an itunes giftcard as means of payment to update and get free apps though
if you don't wish to add your card
