App store

I can’t diwnload from App Store, I can access but when I try and download it spins and stops. I have tried factory reset, soft reset, remove network settings, log out of App Store, log out of iCloud, checked payment details. I can however download from iTunes !

And yes I am the latest version, which is when I started having issues, the quality control for new versions isn’t very good.
