Is there a way to input special Norwegian characters (å Å æ Æ ø Ø) on my iPad? I know how to do it on my laptop, using the "alt" key and 3-digit numeric code, but my iPad does not have this key.

you don't make it clear if you mean ipad pro and the smart keyboard
but if you mean the general on screen keyboard then settings->keyboards->keyboards->Add new keyboard
add a norwegian and you switch by clicking on the globe key beside space.
