Can find my iPad be turned on remotely?

I left my new iPad on an airplane. Find my iPad was not on. Can I still turn it on?

No, sorry. You must have physical access to the device to get into your iCloud settings menu on it and enable find my iPad. There is no way you can do anything remotely to it unless that was already enabled before it was lost.

That setting, when enabled, is what actually establishes the remote connection to allow for remote commands and interaction. Without it, there is nothing set up on the device to receive any remote commands at all.
