How come only a portion of my photos uploaded to the cloud. I have plenty of cloud storage

How come only 19,000 out of 29,000 photos uploaded to the cloud from my IPhone 7+. I have 2 T of storage on the cloud which is plenty of storage.

Is the device plugged in and connected to WiFi?

It will probably take a couple of weeks to sync that many photos. It is a very slow process and if you interrupt it, it starts all over again,
