iCloud download speed problem.

Does anyone have a problem with iCloud download speed. There are many times when iCloud is downloading items, but actually it does nothing. Internet link is OK, it says it is downloading, but nothing happens for hours, sometimes for days. Take a look at this picture below: internet speed measure 134/134 Mbps, iCloud seems to be downloading, but it consumes 0 Mbps of internet link. Today iCloud downloaded over 1.000 items(44 GB) and than it stopped downloading. This is not just today, many times I'm trying to get my photos and videos on my PC but I can't because download is doing nothing.
