if i reset my iphone 8 in UAE AND ACTIVATE IN DUBAI WILL IT RENDER MY PHONE WITHOUT FACE TIME

If I reset and activate my iPhone 8, purchased in USA with FACE TIME , will render my iPhone without Face time. Can someone give info on this and reconfirm. Thanks
