Why won’t my old iCloud pictures download after I upgraded my storage?

I had 500 photos on my phone until one day I ran out of storage. When I ran out of storage, my phone turned iCloud Photo Library off, causing all my pictures and videos to disappear. I upgraded my storage to 50GB (more than enough for me) yet none of them came back. Where did they go? Is there anywhere else in the cloud they might be?
