How can i disable photos being added to My Photo Stream?

Me and my daughter share an Apple ID and iCloud account. I have turned off the Upload to My Photo Stream and ICloud photo sharing on both devices. But still, all of the pictures I take go to her phone. And vice versa. Am I missing something? And what else is strange is that anytime I choose a photo to be a favorite on my phone, it shows in her favorites also??? Is there a setting that I am missing?

In Settings/Your Name/iCloud, is Photos syncing turned on?

Consider getting a new ID and family Sharing.

Family Sharing -What types of content can I share?

Family Sharing and Apple ID for your child

These are the only options. I don’t see a “sync” option.

Enabling the Photo Library is the sync option.
