My question is if I brought a New apple device could I get more iCloud storage? Or do u have to pay enough month for? Because right I have 3 Apple device already and yeah

The free 5GB is per iCloud account, not device. Obviously you want all three devices signed into the same account, so if 5GB isn't enough you will need to purchase more. 50GB is $0.99/£1.79 per month (it replaces, not adds to, the free 5GB).

iCloud storage is on the server and is accessible to all devices signed in to the account. It is not storage on the device itself - this is not upgradeable. And I don't know where you got $12 from - the 50GB storage level is $0.99 per month (for the account, not per device). Higher levels are available: 200GB is $2.99 per month, 2TB is $9.99 per month.
