Just purchased a new iPhone 8 plus and have set everything up, but I am unable to type in my notes there isn’t even a plus to make a new note or the Aa or even the box in the bottom right corner ? How do I fix this

Ok, if nothing came from a previous backup, I would try to remove Notes app and then download and install it back again (many times this solves the issue).

No I set my phone up as a completely new phone no backing up required. And when I go into my default it’s called “my iPhone” and when I click it a tick appears and when I exit settings the tick goes away.
Did you have notes stored on your backup?
Was your backup made via iCloud or via iTunes?
Check Settings>Notes>Default account... how is it set?
