Can it take days to finish restoring content of old phone from cloud?

How long can it take for pictures to be transferred from old iPhone to new iPhone via the cloud? It has already been 2 days.

iPhone 8 Plus, iOS 11.1

If you are restoring from a backup, 2 days is too long. If you are syncing iCloud Photo Library and you see any signs of syncing, let it continue. People with a lot of photos have posted the sync took a couple of weeks or more.

Two days is certainly too long. I would restart the device and consider starting again.

That makes me feel better. I have over 20,000 photos (maybe stupid), so I assume it will take awhile. I see nothing happening, except for the message “downloading”.
