OK, Don't panic.
First thing to realize (maybe), this problem is NOT due to Numbers 4.3.1 and/or Mac OS 10.13.1 (High Sierra).
This is exactly what I have too, and there are no problems on my machine.
So -- if I was you -- I'd think, Is there somehow a way your Numbers app had it's permissions changed?
Try, #1, Check the permissions on the app (Rt. click the app and select Get information)
and/or Try, #2, Run a program like Onyx or Cocktail and do the daily, weekly and monthly maintenance tasks they indicate.
And/or Try to open Numbers not by opening the app but by clicking on a Numbers file; try different files
And/or Try going to your iCloud and if you have a Number's file there, try to open that from from iCloud.
If this fails, use your preferred App cleaner and Delete Numbers app...then go to Apple Store and download a fresh version of Numbers (free) and install and try that one (see: https://itunes.apple.com/us/app/numbers/id409203825?mt=12

And well you should be. "Cleaner" apps are generally unecessary with the Mac, as the OS has several effective cleaning routines built in. "Cleaner" apps can be overenthusiastic, and have been known to delete files necessary to the running of OS X or of various applications. General advice here and elsewhere has been to avoid them.
Regarding Onyx; although I don't have the current edition of Onyx on this computer, and won't likely install it on a newer machine, I have used it in the past in versions for OS X 10.4 (Tiger) and OS X 10.8 (Leopard). My use in both cases was to scan and repair permissions and to run the Daily, Weekly and Monthly scripts (which were often not run automatically because the computer was shut down during the times scheduled for their running. Within that limitation of use, I found no issues to make me suggest not using Onyx.
OS X/macOS does do regular maintenance every time you start the computer, and will do a more extensive set if boot it into Safe mode (press the start button, then as soon as (but not before) you hear the start chime, press and hold the shift key until you see the Apple logo AND a progress bar on the screen. Release the shift key and wait for the startup process to complete.

No, your documents, your files are not deleted just because you delete the app. (except on the iPad).
Plus, before you do anything like this you should make duplicates of these documents. Make the duplicates now and place them in a different folder in the Finder. Maybe make up a New Folder for them, name it something like: Saved Numbers Documents.
That's basic computer wisdom for a situation like yours. Backup the files you're concerned about.
So you have a locked file and you can't change permissions and can't unlock it. So it seems the problem is not the Numbers app, the problem is these specific documents.
You should try Changing Permissions again. That's the easy way and maybe something was overlooked the first time. Plus on my own system it's annoying because the Finder, and a similar program, Path Finder, and another finder program Total Finder all handle changing permissions slightly differently and some work better than others.
But I would explore Changing Permission again. Google it. Try it again.
If that can't be done, (& you're not going to like this I suspect), but this is the more serious way people unlock files on the Mac. You use the Terminal app.

I have an important locked Numbers doc on my Desktop that doesn't open either. I've tried your #1 suggestion. Nothing happened. I've tried opening it through Finder or as a Recent File in Numbers...nothing happened. I'm concerned to try your #2 suggestion because I'm unfamiliar with those apps. Then, if I delete the Numbers app to download the new Numbers app as you're suggesting...will my important document along with other numbers doc will be deleted too?
Why is it lately when Apple provides us with an update something else goes wrong? I don't like saying that, I love Apple products. Recently, I had to buy a new iphone because of the last update where my screen wouldn't recognize me scrolling or opening apps. I took it to the Apple Store repairs and it seemed to work for a while, then it started freezing up on me again every time I used it.
Okay, sorry, for venting....back to Numbers: I decided to reboot my computer. But before I did that I was able to open my locked Numbers file on a Preview file, then from Preview, I saved it as a PDF. It was a distorted file, but something was better than nothing.
I closed everything, rebooted the Mac, and tried opening the locked Numbers file - and it opened!!! So while it's open, I didn't close it until I copy/pasted onto a Mac Excel file. This was a very important file to me...
Now...I'll follow your instructions, create a copy folder for my Numbers file; delete the Numbers app; then download a new Numbers app. Thanks!

In what way is GarageBand showing similar problems? Do you get any error messages? Which version of GarageBand are you running?
