Can I change one of my APFS container to ExFat

Hi, guys~

I just bought a new HDD(1T) for external storage(750G) and TimeMachine(250G). I have made that drive into two partitions with APFS. But when I run the code

diskutil eraseDisk ExFat External GPT /dev/disk3

I got a problem!

You cannot manually format an existing APFS Container disk

Notice: disk2 is my HDD, and disk3 is 750G which is a container for the external storage and disk4 is 250G is another for the TimeMachine.

Well I want to use the ExFat, because I have a Windows computer also.

Any suggestion?

All the APFS Container can only be APFS?

Or should I just partition to two partitions on Windows, and change one of them to APFS?
