May I log on as a client user on the server

I am using High Sierra and the new OS X Server software. I am a rookie at servers.

1) May a client user log in on the server machine or does that mess up the connections some how?

2) If I may not log in as a client user, is there a work around? I'd really like to use my server to also work as a client machine to do work on it.

Mac mini, OS X Server

Generally the notion of having a server is to have stable environment that other clients can relay on. The second a user starts doing things on the server that causes erratic availability of resources the value of the server is lost.

It is totally technically possible but is counter intuitive to some.
