On a computer's iTunes you can convert a downloaded song by changing your import settings (Import Setting on the General tab in Edit > Preferences) to be MP3, and then selecting the song in the Music part of your library and doing File > Convert > Create MP3 Version.

If you are talking about Apple Music files, they are protected and cannot be converted to MP3.

if you are talking about purchased music files from the iTunes Store, they can be converted as explained by KP above. But you can also buy songs in MP3 format directly from Amazon Digital Music, Google Play Music, and other stores, so that no conversion will be needed.
