How do I reset my iPad 3 to factory settings

I want to load a new copy of IOS 9 into my iPad and start over. What is the best way. It won't connect to iTunes.

iMac with Retina 5K display, macOS Sierra (10.12.6), 3.5 GHz i5, 8 GB, 1 TB Fusion
