anyone update to the new high Sierra and caused Mac not to reopen or restart

After upgrading to the new Mac OS, I have a black screen with a spinning wheel which then stops briefly for a flashing cursor in the top left and then the spinning wheel returns. Tried rebooting, which gives Apple logo on white screen, but then reverts to the black screen with spinning wheel

1 - try booting into Safe Mode, Mac OS X: Starting up in Safe Mode. If that works reboot normally and see if there's been any change.

2 - if 1 above doesn't help, boot into the Recovery volume (boot with the Command + R keys held down), select Disk Utility and repair the drive.

3 - if that fails reboot into the Recovery volume and reinstall the system.
